The Park That Took Fifteen Years to Finish a First Phase
The regional park itself has a longer history than its February ribbon-cutting suggests. The 215-acre site first opened in December 2010, but with limited access for horseback riding and hiking. Orange County Parks and Recreation didn't break ground on real infrastructure until February 2024, and Phase 1A didn't open to the public until Feb. 16, 2026, when Orange County Mayor Jerry Demings and District 1 Commissioner Nicole Wilson hosted the grand opening. Phase 1B, which broke ground June 18, 2026, is where the splash pad, the kayak and canoe launch, and the farmers-market infrastructure are supposed to show up. The county's press materials put that phase's budget at $7 million, while other local reporting on the groundbreaking cited $5.5 million. Back in February 2025, Orange County Library System CEO Steve Powell told local reporters the new Horizon West branch was on track to open in early 2026. Early 2026 came and went without an opening. By Sept. 10, 2026, the most recent public update from the library system was that books were arriving on the shelves, not that the doors were open. More than a year later, it's simply part of the rotation: two 18-hole putting courses, the BarTenders restaurant built around chicken tenders and smash burgers, an ice cream parlor, and a membership program that bundles unlimited mini-golf with a 25 percent discount on food. It's no longer a ribbon-cutting. It's where a family goes on a Tuesday when nobody feels like cooking.
The rest of Hamlin Town Center has kept filling in around it. Dutch Bros opened in June, TJ Maxx has become one more errand stop, and Filigree Coffee, which has operated inside Home State Brewing Co. since late 2022, announced plans this spring to move into its own storefront next door, with ownership saying at the time they hoped to have the new space finished before the holidays. None of these are dramatic on their own. Together, they mean fewer reasons to leave the corridor for things that used to require a drive.
